German weekly Welt am Sonntag reports that Volkswagen is considering a limit to the time that some of its senior staff can remain in their roles in a move that would improve oversight and avoid the kind of internal cultural problems that resulted in the "dieselgate" affair.
"We are planning a rotation principle for certain functions. The employees concerned will spend only a limited time in certain positions before moving on," VW Chairman Hans Dieter Poetsch told Welt am Sonntag.

Volkswagen has said that only a small group of employees was responsible for the incidents culminating in the diesel emissions cheating scandal uncovered by regulators in the US in September. The company is now keen to ensure plenty of management visibility and oversight.
Poetsch told Welt am Sonntag that increasing job rotations would pose a challenge due to the high complexity of some of the roles, but he also said VW could draw on the expertise of employees across the group.
"There are few employees that are able to program an engine control unit," he said. "But we have these people across the different brands [within the VW Group]."
